Parent sponsorship case open - can they get a new tourist visa?

Hello all,
I have a question, was not able to find answer with search.
Situation i am looking for is the following: If parents will have a sponsorship case open with CIC, will they be able to get a new tourist visa during waiting period? Idea is that for them will be a 60-70 months process, but their tourist visa will expire in 24 months. SO will be about 3-4 years when they can't enter Canada and we want to avoid this.

1. There is nothing stopping them for apply for a multiple entry TRV closer to when their present TRV expires, or you can apply for a super visa for them, if they intend to stay more than 6 months at a time.
