You need to be a PR or citizen and show that you meet LICO for all family members for at least three years in a row. These are the current guidelines. If you do, you can enter the lottery. Some people wait years to be selected. Some never get selected.
Your NOAs from CRA will state your annual income and you must meet the Low Income Cut Off for three years in a row.

Minister Fraser is suppose to announce mid February the immigration plans 2022-2024 included most probably the Parental sponsorship 2022 will be mentioned hopefully
Dates when the programs are opening have not been announced until right before EOIs are opening for the part few PGPs so there are unlikely to be any concrete information. Given that the HC system is facing huge capacity issues and the immigration system is also under pressure processing Economic PR applications, spousal sponsorship, study/work permits and asylum applications (especially Afghanistan) PGP isn’t a huge priority. PGP2021 may not have been announced in September and may have been delayed if not for the election. It was announced at the very last minute right before the election because the Liberals knew it would be an election issue in some ridings if they had not announced the program. It was only run with minimal effort. They didn’t even run a new EOI. There has also been a lot of pressure to change the program to favour those who have been waiting the longest. Reforms to the program were going to be announced right before Covid so there could be delays while the program os reformed.
Permanent resident is enough ,that is if the permanent resident is living in Canada ,but you need to wait until PGP 2022 is announced.
