Parent sponsorship 2019: internet lottery ?

Reading the description of invitation procedure:
1) Application window to open in January for submission of ‘interest to sponsor’ forms.
2) Sponsors to be issued invitations to apply in the order ‘interest to sponsor’ forms are submitted.
3) Those issued invitations have 90 days to submit a complete application.

Particularly "in the order" of form are submitted. is that mean at 00AM Jan 1, a internet lottery will open and flood of 100,000 people will log in CRA and do the form?

So can you share the official link with this information given all I see are posts from consultants and not IRCC ?

People complained about the current random lottery and now they will complain about a FIFO process, there is really no easy solution to satisfy everyone

Based on some previous programs using FIFO those were during working day and not at 0001 hrs unless that is what the official notice is implying.
