Hi. I am sponsoring my mom. I just received a letter that says ‘ They are processing her application. She is qualified to receive pre-arrival services’. When I checked the status on the online tool- it says ‘Decision Made’. What does this mean? Does it mean she’s approved to get permanent residence?

It depends. Generally if you see one "decision made" and then another line that indicates the application is still being processed, this means that you have been approved as a sponsor (that's the decision made) but that they are still reviewing her part of the application. It's hard to say for sure without more info.

Okay all I see is Decision Made. The reviewing her application bit was in the pre-arrival services letter only
