I think it's unlikely this will happen. The reason IRCC extended 15 points for persons with citizen/PR Siblings living in Canada is because research showed that persons with a citizen/PR sibling in Canada, settled more quickly and effectively when they eventually moved to Canada than persons who didn't (hence the additional points under 'Adaptability').
Of course this is pure assumption, but I'm pretty sure that this same research would have also identified whether or not this same correlation was found with having citizen/PR parents in Canada, and, if it had been found, IRCC would already have given adaptability points for this fact as well...
