paper based study permit application withdrawl

I have been accepted at university of manitoba in university 1 program for jan 2016 but due to the delay in study permit I had to defer to may 2016 and now it seems as if this time is also going to be of no use. CHC islamabd has informed me that medical results are awaited although I got meds done in november.I know the med reports are stuck at new delhi but i cannot do anything about it.
somebody please tell me the procedure to withdraw a paper based application applied through VFS karachi.

I desperately need some serious help at this stage ....plzz guys help me.
