Paper Application timeline - Indian citizen working in US

Hello,
I just submitted the paper application at New York VAC this morning (July 23rd). I went the paper route to avoid having to wait to hear from the authorities before sending in the passport for stamping. Here are my particulars:
1. I am an Indian Citizen living & working in the States for the past 16 years. I have a US work permit while I wait endlessly for my Green Card.
2. I have visited Canada as a tourist in 2012 (or 2011) for a week under a tourist visa.
3. My travel to Canada is all firmed up for the 14th of August to the 23rd. All except the visa of course
4. My wife is a GC holder and daughter is a citizen. So, I am the only one in limbo.

I believe my application is complete and i don't anticipate any follow up questions. What are the processing times for paper application submitted in the States? Do I have a fighting chance in being able to pick up my passport from NYC VAC center on or before Aug 13th? And is there a way to expedite the process?

What are the processing times for paper application submitted in the States?

The estimated processing time is 11 days, not considering the transmission time between the VAC and the visa office. Actual processing can be faster/take longer.

Your guess is as good as ours.

And is there a way to expedite the process?

You can request for an early decision only after the estimated processing time passes i.e. after 11 days. But, this is only a request. There's no way to expedite the process as such
