not sure but as far as i remember i asked a similar question from an officer at passport office in Pakistan (during renewal of my passport), and he replied that one can even renewed it from abroad

if you are talking about renewing your passport, then sure you can do it from the Pakistani High Commission in Canada. This is their job and that is why they are sitting there ;D
