Pakistani Passport Canadian Visa Issue

Hi,

Did any one came accross this issue recently that since the Pakistani passports are taking too much time (too much delay) in extending the passport.

So I have heard they are providing with stamp/letter that the passport has been extended. Is that valid to issue a Canadian visa? How to check and verify if that stamp/letter is valid for the Canadian visa?
