Good day i came into Canada ,Toronto pearson Sept 2016 with an OWP and got my PR April 2019 true my fiance Family class application,from having the 2 owp from sept 2016 to April 2019 living in Canada counts ,obligations for PR to citizenship ,will be included in the 5 years ? thank you

No. Prior to becoming a PR, each day in Canada with valid status in the 5 year period counts as a half-day and you only get up to one year of pre-PR time. You won't qualify until at least April 2021.

For clarity:

Time in Canada prior to becoming a PR can count toward meeting the requirements for citizenship. Maximum credit is 365 days. Thus, for each day in Canada, within the five year period before making a citizenship application, earns one-half day credit up to a maximum total of 365. That is, to qualify for citizenship a PR must, at the very least, spend 730 days IN Canada AFTER becoming a PR.

Time in Canada prior to becoming a PR does NOT COUNT toward meeting PR Residency Obligations.
