I’m a Canadian PR and currently in the middle of preparing an Outland Spousal PR application for my wife. While researching the Open Work Permit (OWP), I keep seeing official info saying that you can only apply for the OWP once you are physically inside Canada on a visitor record and have received your Acknowledgement of Receipt (AOR).
However, I have a very close relative who just went through this early 2025 with an immigration agent. He followed the same route but after getting the AOR, was able to apply and get his wife's Spousal OWP processed entirely while she was in India. She got the medicals done there, passport was stamped with the visa, and she arrived in Canada with the work permit already approved.
I am really confused because everything I read online says the spousal OWP for sponsorship applicants is an "In-Canada" process only. Is there anything i am missing or is there a different route they were able to take? I know this happened for sure but don't know how the agent was able to do it. The goal is to get her work ready as soon as possible, so any suggestions are welcome.
