Good am. My mother is a canadian citizen and she is now over staying
for 9mos here in philippines. She wants to go back in Canada,
how much is her penalty for overstaying and where to pay?

Your question is unclear:
She is a Canadian citizen so can return to canada without any penalties from the Canadian side

If you mean she has overstayed in Philippines then it would be a lot more relevant to ask this question on a Philippine website as Canadian immigration has no bearing on this case
