Under covid rules, to be let in under family reunification the sponsor would (I believe) have to either be in Canada or accompanying.
Under covid rules, yes! But is it stated in any guidelines?
What if the spouse "land" first and the sponsor arrive later? Will the spouse being rejected at the customs?

One more question, when the spouse is staying in Canada, could the sponsor leave Canada for a certain period?

It's stated in the covid travel restrictions. Google.

When I said sponsor 'be in Canada', I meant the spouse is either in Canada or has arrived before. You'll need marriage documents to show family reunification. And contact data, quarantine plans, etc.

Don't understand your last question. Once you are landed, the sponsor can travel normally.

The processing times are so far out that we cannot provide any of those things until we have his PR, or close to it.

Though what logical reason would any high income family have for going through the pain of getting PR without intending to move?

Based on what I've seen your family is likely to need more concrete proof that you're intending to relocate. Your husband being able to land and return to the US is exactly what Canada wants to prevent. We have seen many who have been asked to provide more proof that they are relocating especially if they have been out of Canada longterm. Things like giving notice to employers, having homes sold/for sale/given notice on a lease, registering children for school in Canada, transfering funds to Canada, etc.
