Outland Spousal application can they submit passport in Canada?

Hi All,

I have applied for Spousal PR on April 2019. Its still processing and we got Pre Arrival on Oct 12 2019.After that nothing. I recently applied for Visitor Visa and it got Approved. I have booked my wife's ticket to come Canada in the month of January.

Once she is here do we need to inform CIC to Change in address?
And if she receives PPR while she is in Canada can we submit the passport here?

Yes, the passport can be submitted in Canada.
