hi everyone
My husband is a permanent resident of Canada. He has been to Canada a couple of times for a few months but currently he is outside Canada. The reason that he came back was that he had a medical case and he had to have a surgery right away. Now, he wants to go back and send out my application forms for outland sponsorship visa. The problem is that he might not be able to stay there because of his medical condition. We were wondering if he could travel to Canada and send out the application for my sponsorship visa and then, if needed, come back while the application is being processed until the result of the application is out and then we can travel to Canada together. Is it possible? If not, what are our options?

No - this unfortunately is not possible.

Since he is a PR, he must be living in Canada at the time the PR application is submitted and must then continue living in Canada while the application is being processed until it's approved. Occasional short (i.e. 2-3) week trips outside of Canada are OK. However if he does as you've suggested, he will be leaving Canada and will no longer meet the minimum requirements to sponsor you - and there's a very high chance this will result in the application being refused.

I'm not sure what you mean by your options. In order to sponsor you, he needs to be living in Canada. There's no way around this rule - again, it's a minimum requirement for a PR to sponsor a spouse. If that's really not possible, I suppose one option would be for you to qualify for PR on your own through an economic immigration stream like Express Entry. Another would be to wait until his medical issues have been resolved and he's able to return to Canada and commit to living here before he sponsors you for PR.
