Outland sponsorship and inland SOWP

We applied on outland on April 4th and got AOR on April 18th. My spouse is in USA and already has TRV (visitor visa). We plan to apply for OWP.
We are wondering if he can travel to canada for a few days and apply Inland OWP and go back and wait for rest of the process to finish. Do any of you know if this is possible?
