It's either one or the other. If you want to apply outland, you must cancel your inland application first.

I am not actually that sure about that - I remember somebody mentioning that if your inland application was taking too much time you could also file outland - but I will try to find more information and come back with that, as I don't want to give false advices and hopes - if a more senior member can comment, that would be welcome!
THanks,

Here is and excerpt from Guide 5289 - Applying for permanent residence from within Canada: Spouse or common-law partner in Canada class
http://www.cic.gc.ca/english/information/applications/guides/5289ETOC.asp

  • The family class is aimed at faster processing of spouse or common‑law partner applications from applicants outside Canada.

Processing times for spouses or common‑law partners in Canada are generally longer.

The person being sponsored can apply to a visa office outside Canada to take advantage of the family class processing standard. Processing times for applications processed in Canada are posted on our Web site.

Nothing says the two applications can be done at the same time...

In the case of an outland application, if the applicant has to go to an interview, he will have to travel out of Canada to the VO office, but then...

  • Leaving Canada can automatically cancel temporary resident status as a visitor, student or worker.

The person being sponsored has no guarantee that he or she will be permitted to return or re‑enter Canada if he or she leaves before permanent residence is approved. This is especially true if a Temporary Resident Visa is required to enter Canada.

Interesting information here...

  • Applications in this category cannot be transferred to immigration offices outside Canada.

The person being sponsored will have to submit a new application to the Case Processing Centre in Mississauga (CPC‑M) if he or she cannot return to Canada.

Even if the processing is longer inland (but this also depends on the VO office outland), I would say it is safer for the OP to stick to his inland application.

It really depends on the cases and if the first application has been going on for a while etc. but I still think it is possible - according to this thread, it is possible to have 2 applications running at the same time ( even if, as you mentioned, there are some potentials issues with interviews etc).

Right now stage 1 approval is sitting at 6 months, 8 months for stage 2... per CIC website.... so depending where you are from In-land my be quicker...

You most certainly can file an inland and outland application at the same time, heck if you were feeling rather flush then you could fill out multiple inland and outland applications. That said almost everybody (in-fact everyone who I have seen) has gone with either or. Now inland and outland applications are completely different that arrive hopefully at the same end result. Inland is usually chosen for people who may have a VO that has long processing times and wish to work after 1st stage approval and whilst stage 1 is ongoing have the comfort of their spouse.

Outland is usually chosen by those with faster VO's and/or those who would require a visa to enter Canada that is not readily available and like having the option of an easier process of appeal. 1 year ago even 6 months ago Outland was IMHO opinion a much better choice because primarily it was a lot faster, now however unless your VO is ND, London, Beijing, Sydney and a couple of others Inland seems to be a better choice because providing you apply for a work permit you can be working within 6 months of filing your application as today's processing times stand.
