Need clarification!!

Getting prepared to send application for my spouse who is from Rhode Island, USA. I am hearing some buzz that the NY office is no longer processing applications. We had planned to apply "outland' even though he is here in hopes of getting his application processed faster. I checked the website and as always, find it incredibly confusing. On this link: http://www.cic.gc.ca/english/information/offices/apply-where.asp it states "All new Family Class applications must first be mailed to the Case Processing Centre in Mississauga, Ontario, Canada." What is up with this?

Where exactly should we be sending application if we are wanting to pursue an "outland application?"

There's nothing new happening. Outland applications for routine US applicants are processed through the Ottawa office. And ALL applications are first mailed to Mississauga (again, nothing new there).

If you are a US applicant, you want your application to go to Ottawa since this is an indicator CIC thinks you're routine. If the application goes anywhere else, buckle up!

Thank you @scylla, always so helpful. I am a Canadian Citizen who is sponsoring my Fiance who is an American Citizen. Thank you for clearing that up for me. Pretty sure it has been you who has been helping me all along, as far as a year ago as I was learning my way through this crazy process. Hope all is well with you
 
I'm an American too, and I had to select either New York or LA for an interview location in one of the forms.** Looking at the past few months most American applicants that went through Ottawa haven't had to do an interview, so here's hoping. Once you've been approved as a sponsor in Mississauga, they'll likely send your file to Ottawa for your spouse's checks as scylla said which is good as Ottawa seems to be pretty fast.

FYI... that form isn't valid anymore. There is NO choice in interview location. All US interviews are held in LA. NYC doesn't process spousal sponsorship applications anymore. CIC hasn't bothered to update the packet to reflect this.

Thanks for letting me know. I'll edit my post to make sure no one else gets misinformed! When did this change take place? We filled out our paperwork in March, but didn't send it in until May (we weren't aware we could send the police check later).

it wasn't even relavant when i applied in 2014. pretty sure NYC stopped processing in 2013/2014ish. maybe even before?

it's been in there causing confusion for years...

Oh wow.. Crazy that it hasn't been removed! I did notice as we went through that some of the forms hadn't been updated in years.
