I am currently living in Canada on a valid work permit, but planning to submit an outland application for PR. On the Appendix C which I am supposed to take to the medical exam, it asks where the visa will be processed. I assume this is Buffalo, but wanted to confirm since the application gets sent to Mississauga.

Also, there is a form that asks where I want an interview, if required. Buffalo isn't listed on there (but would be my first choice since I live in Toronto). Is there any option that I am not aware of to choose Buffalo or do I have to just select NYC or Detroit?

If you were admitted to Canada initially with legal temporary status valid for at least one year you can elect to have your application processed through Buffalo (even if you are not a US citizen). In that situation the application stays in Buffalo, and if an interview was required, it would be handled in Buffalo. Applicants with legal temporary status in Canada for at least one year are the only Family Class applicants interviewed through Buffalo.

If you weren't admitted to Canada with valid status good for at least one year, your application will be processed at the visa office that represents your country of birth or permanent residence. (You aren't authorized to use your Canadian address as your residential address if you weren't admitted for at least one year - so you need a family or friends address in your home country for the residential address. You can use your Canada address as your mailing address, though.) If you're a US citizen, Buffalo will be your processing office - and if an interview is required (or there's a problem with your application) it will be transferred to the consulate closest to your US residential address. (Only US applicant files are transferred to the other US consulates.) So - if your US address is too far from your Canada location - designate one of the other visa offices on that form. Detroit would be the closest if you're in Toronto.

I learned something when my ap was processed through Buffalo that you might be interested in. I had been admitted to Canada for a year, so I used my Canadian residential address - thinking an interview in Buffalo would be a lot more convenient than either Los Angeles (I'm from California) or Detroit (I'm in Ontario). I regretted that decision. If I had it to do over, I would use my California address and designate Detroit - because I didn't, my file got "stuck" in Buffalo - which, for one thing, can result in an application not being transferred to one of the other consulates to be expedited if Buffalo gets backlogged - but in our case it was worse than that. Being stuck in Buffalo ultimately cost us the application (and a bunch of money and time wasted now on appeal) because Buffalo didn't transfer my file - when there was a problem with it - to an office that might have been more communicative and cooperative in resolving our issue than Buffalo turned out to be. They were completely uncooperative and non-communicative.

Buffalo is not the greatest office on the planet.
 
Thanks. I am on my second 3 year work permit - I have just been procrastinating on getting this stuff done. I was just planning to use my Canadian address, since I have been here for 4 1/2 years already. I hope your issues get resolved.
 
Thanks - me, too. So it sounds like your ap will be processed in Buffalo - are you a US citizen?
