How does the OHIP department how that one is outside of Ontario for more than 30 days in his first half year in Ontario? any chance that one still be able to use his health card?

why would it a problem if you were out of the country after you got your OHIP Card ? they will never know and it doesn't matter if they know and you can use it up to it's expiry date and then renew it and re-use it as needed .

Apparently they do know when you entered the country last, and can see the information every time you swipe your OHIP card. It's your choice if you wish to use it, but you should know that the government can come after you for the entire cost of your treatment plus penalties.
