That's correct. It took my wife 4 weeks and 2 days to get her passport back from SVO after dropping it off at the IOM in HCM city. As for the PR card, it took 64 days to receive it in the mail from the day my wife landed in Canada. I applied for my wife's OHIP a couple of weeks after she landed but her OHIP will not be valid until she completes the 3-month waiting period in Ontario. We're still waiting to receive her OHIP card in the mail though. Hopefully, it will arrive this week as we were told by the ServiceOntario officer that the card would arrive about one week before it can be used.

My wife just informed me that she received a package from Singapore Visa Office this morning (Nov 22nd) asking her to re-medical and submitting her Passport. Finally we moved on to the next step after the status changed to "in process" on Sept 18th.

I have asked my wife to go to the consulate to inquire when the next set of interviews takes place in HCM city. To see whether the government has transferred the cost of traveling to the applicant. Very possible under budget cuts. No more VO traveling back and forth to Hanoi or HCM. Maybe now the applicant must pay to travel to Singapore and the Canadian government saves the money.
I don't know what to believe from these people any more. Processing times are calculated from the time my sponsorship is approved. I was approved on March 28 2011 and the file was transferred on May 13 2011. Ecas states file received May 13 2011. They claim that they received it on October 4 2011. I think that this is when they actually looked at it. If I take the first letter seriously that they can take up to 24 months for interview that makes it nov 2013. 30 months after I received approval to sponsor. I need to get a lawyer. Somehow I believe that this government is not following the law.
which month did you receive the interview letter october? I am from bangladesh we received interview letter in october 2011, and two weeks ago we received letter with the interview schedule which will be in december2012 so we waited around 14months after the first interview letter. Also the high comission of canada in bangladesh is closed and we also thaught maybe bangladeshi would have to go singapore to do the interview but it ended up that the officer comes from singapore to gives the interview. I dont know the case for Vitnamien people. I am sure you do not need to travel to singapore to give interview that would be unfair if you have to pay from your pocket to travel there, specially if on the application of pr it doesnt state anywhere that the applicant might have to go in high comission of canada where the visa office is for that country. Anyway you try to know. But i dont think you would have to travel there. best of luck

Interviews for Vietnam is in Saigon, and it really wouldn't make sense to have an interview in Singapore as you would need a visa to get there. And not everyone is going to pass that hurdle either.

My wife has inquired at the Saigon Canadian consulate when the next set of interviews will take place and where. Their answer was we have to wait for the interview letter for instructions. Its worse than the mafia. They don't talk. Code of silence. They don't give you any information. In the dark again. Waiting game again.

Do you read and speak Vietnamese? I would like to know if there is a blog in Vietnam about Vietnamese wives immigrating to Canada. I have come across one blog but it was old and in Vietnamese. I don't speak or read Vietnamese. I think this would be interesting for my wife to read about interview process and make her own inquiries to other Vietnamese women that go to interview before her.
If anyone knows of any blog or thread of this nature please let me know with a link.

Hehe actually funny story here. I speak a bit of vietnamese and did not know how to read vietnamese until I married my wife. Now I can read it (not great mind you) and my command of the language is a lot better now. If you use Google Chrome it can translate everything to english, of course it won't be 100% accurate.

I want to shared my latest exciting news with you all, a very long journey of waiting & depressing finally have come to the end.

My time line from start to finish is total of 15 months:

- Application mail to CPC-Mississauga August 8th, 2011. ECAS= Application Received.
- AOR Received by CPC-Mississauga August 9th, 2011. ECAS= Application Received.
- File Transfer to Singapore November 7th, 2011. ECAS= Application Received.
- September 19th 2012. ECAS= In Process.
- October 8th 2012 requested from Singapore VO to re-medical, police clearance & submitting Passport.
- (Medical Received in Manila 11-5-2012) ECAS= Medical results have been received.
- November 13, 2012 My wife home address changed to my Canadian address and ECAS changed to "Decision Made"
- November 9, 2012 VISA & COPR Issued from Singapore Visa Office.
- November 25, 2012 Pick up VISA & COPR at IOM (Total of 17 days from issued to pick up).

I already booked the Flight tickets on December 12th and landing in Toronto on the 12th .

Good Luck to everyone and hope you all will be reunion with your loved one very soon.
