OSAP wbsite says "If you do not meet OSAP's Ontario residency requirements you may still be eligible. You may have to provide a detailed explanation in your History of Canadian Residency form and submit the required documents that support your residency"
I will be starting my Graduate studies in Fall 2014 but my stay in Ontario as Permanent has been only 1 month.I have never resided in anyother province. I have been out of Canada after 2012 when the PR was issued.
Does it mean 1 year residency requirement has been waived.
please clarify.Waiting for your response.

No it is not waived off, typically, the question u asked is quite subjective as there is no particular "yes' or 'no" to it. Saying so, you must understand that OSAP has 2 compenents, federal and provincial. The residencial requirement is pertaining to the provincial requirement. Thus, there are less chances of u getting the same as they require 1 year continuous stay without being a student. But u r definitely eligible for federal part which is generally 50-60 % of the total requirement (Total requirement=Tuition fees+staying cost-any funds u have in ur bank account).
