No. That's not how IRCC works. GCMS/CBSA notes don't impact your application (let alone impacting in negative way!).

Access to Information for any records has no impact on the processing of your PR application, irrespective of whether it is in progress or has been concluded. Many people request GCMS notes after they have received a decision on the PR application to know what happened out of curiosity, and others want to access the documents they submitted with their application.
