Hi All,
My brother is a PR holder and he was in USA for sometime. He lost his passport, so will immigration on boarder allow him to return to Canada?

Most likely not, he should reach out to a Consulate/Embassy to get a new passport issued.

Do Immigration Office provide a one time travel to enter Canada? Passport renewal takes ages!!

There are emergency passports yes, but the conditions on which an emergency passport can be issued depends on the country of nationality.
Most likely, when a traveler has lost their passport while out of their country of nationality it would be a much faster process than regular passport renewal, but he needs to approach the nearest embassy/consulate of his country of nationality and they'll guide him further.

What is the nationality of the passport?
He needs to reach to the Embassy/Consulate of the country of his nationality. NOT Canadian immigration.
