Like a lot of people out there, I have seen the wait time for my common-law partners PR paperwork climb from 12 mnths, to 17 to 25 months since applying back in December of 2012. I left the Cayman Islands to take a job in Canada, thinking it would only be a few months apart from my partner, now it's looking like 9 more months until she's granted permission to come to Canada.

Does anyone know if she has any options to work/live in Canada while the PR paperwork is being processed in Kingston Jamaica?
 
There are no options for working associated with the outland PR process. She could try to get an LMO from an employer so she could have a closed work permit, but it seems that few employers wish to jump through those hoops. If she can enter Canada as a visitor, she can stay with you while the process continues. Visa-exempt persons generally don't have much trouble getting into Canada as a visitor. If she needs a visitor visa to come, that may prove problematic, as I read that they are often denied if the visa officer believes the applicant's ties are stronger in Canada than in his/her home country.
