Will CRA send me an option c to me overseas? I may be answering my own question; what are reasons not to include option c?
 
if you haven't been working in Canada and filing taxes, then no reason to include an Option C, as it won't show anything. See the guideline for the sponsor part, it explains when you don't have to include an Option C.
Basically, CIC wants to see that a) you're not on welfare, and b) you have a way to support your family when you move to Canada.
So - don't include an option C if you're not in Canada, but include a letter from your employer, pay stubs etc, and explain (if you're not in Canada) how you plan to support yourself once in Canada, and how you will be able to provide for your family.

Option C is to prove that you are not on welfare, and that you have an income.
If you don't live in Canada for now, there is no point of getting an Option C, as it won't prove anything.
Instead - see in the guideline for sponsor, what else you can include if you can't provide an Option C.

I'm going to call to request an option C. It may not show the years I lived in Korea but at least they will have it in the package. I will also include my last 12 months pay info. and Korean tax documents. That should cover all angles I guess. What do you think CanNZ?
 
They will not send you an option C if they have no records for you for the last year(s).
Just send your local proof of income to demonstrate that you are self supporting.
There is no minimum LICO value for spousal/common-law sponsorships.
