Opportunities for civil engineers from India

Hi,
I am planning to apply PR to Canada but I am not sure which province is suitable for my profile. I am civil engineer graduate from India and I have 7years work experiences in state government. My WES evaluation has been done good but I have doubt in IELTS score as Listening, Reading & Speaking as 6 band each and writing 5.5. so, I need some advice and suggestions regarding this

If you have 5.5 in writing then you would not be eligible for Express Entry. What is your eligibility score? Most PNPs are through Express Entry.
