Yes - Canada has an open work permit. However they are only granted in very specific circumstances. Most people do not qualify. Some examples where a person may qualify for an open work permit include: if you have a spouse who is in Canada on a student visa as an international student who is studying full time., if you have a spouse who is in Canada on an employer sponsored work permit and who has a skilled job (NOC A, B. 0).
So your first step is to determine if you actually qualify for an open work permit. More examples of who qualifies here:

The other possibility is IEC but that is country and age specific.
