Open work permit

A travel agent sent my brother an open work permit form to fill, after 6 weeks he told us my brother’s work permit is ready without any job offer. The agent said we should be getting set for medicals and biometrics. I am skeptical about it but my brother is already excited about the news….please this real or scam?
It is fake. No way he can get an open work permit with no job offer. OWPs are only for those who have a spouse in Canada as a student or worker. Only way is to get a job offer with LMIA to apply for a closed work permit. Hopefully he has not paid any money or given agent any personal information.
Also you do biometrics and medicals before the work permit application so not possible for work permit to be ready.

I got 2 years closed work permit and intrested in applying for my spouse and kids (Pakistan). Hence, looking for some below mentioned answers.
1- Which format I have to use for applying. IRCC & GCKEY. (IRCC could not find open work permit category)
2- Application form has to be submitted under visitor visa or directly applying for open work permit visa.
3- IRCC, asking for how many days she will be visiting in Canada?
