My spouse applied for Canada Open Work permit twice and both time he refused. Actually we got married after study visa approval. We can say after 1 week. CIC said "Couple got married on date(21-11-2018), 1 week after the study permit approval. No details regarding previous relationship leading me to believe that couple was previously engaged or in relationship."

Did your spouse mention she was single in her application or go into details about not being in a relationship. The timing is quite suspect as the visa officer indicates. Unfortunately there are people who commit immigration fraud and get married once they know a person has secured a study permit. In general spouses of international students are not guaranteed permits/visas. You will have to provide proof that this is a genuine marriage. Even a genuine marriage may not lead to a permit/visa while the spouse is studying.
 
Actually our marriage is arrange marriage. Everything is set but our consultant advice not do marriage before visa filling. He suggest us to do marriage after Successful of visa. Second thing how can we mention about that she is in relationship, there is not any column where i can mention such details. So please suggest what should we can do know. Its very dicey situation for us. Please reply
