Do i qualify for Canadian open work permit as my spouse is Canadian permanent Resident? The reason for question is lack of information about my situation on CIC website. Also the questionnaire is not very accurate, i followed all the steps and they denied the application for a category i did not even apply under.

We are living in the US at the moment.

Only if you are being sponsored inland for permanent residence. Otherwise, no.

When you say inland it means my spouse has to be in Canada to sponsor my permenant residency?
That I know, my question is how can I get a work permit while we both are outside Canada?
The idea is for both of us to get a job before we move to Canada.
To get a job I need work permit, my spouse already had PR so it should be easy enough

You BOTH have to be in Canada for an inland (Spouse or Common-Law Partner in Canada class) sponsorship. You can't get an open work permit while you are outside Canada.

Okay, can we come to Canada temporarily and get it? Can it be done at one of the service centers or does it have to be online
Again I am asking about work permit not permanent residency.

You can't get an open work permit in the way that you want. It's only granted about 4 months after you have applied for PR sponsorship under the inland (SCLPIC) route. The OWP application is submitted at the same time as the PR application.

In short if we move together I cannot work for anywhere between 5 months to however long it takes to get work permit or residency?
There is no option that gives me right to work before we move?

Correct. Unless you apply for a closed work permit as a temporary foreign worker, which will be quite difficult. There may be an equivalent of an IEC/WHV available but I can't comment on that availability to you.
