An open work permit allows you to work for any employer without getting an LMIA. You don't qualify for an open work permit. As usual, information related to open work permits can be very easily found on the CIC web site: http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=177&top=17

Here are some procedures for you:

Procedure 1.
- You need to find employer who wants to hire you.
- The employer should apply for LMIA.
- Once LMIA is approved (if approved) you can apply for Work Permit.

Procedure 2.
- Apply for study permit in Canada.
- Complete the study.
- Get Open Work permit (PGWP) for the period which is equal to the length of your course length.

Procedure 3.
- Your spouse applies for study permit.
- Base on study permit of your spouse you can apply for Open Work Permit.

Procedure 4.
- If you are citizen of one of the following countries, you can apply for IEC visa which allows you to work.

There are few exceptions when someone can apply for Open Work Permit without LMIA (such as Postdocs, visiting Artists, e.t.c) but it is probably not relevant to you.
