open work permit- without job offer?

Hello Gurus,
Need clarity on open work permit from Bangalore- I'm in the pool for EE for Canada with CRS 400.

if I want to try for open work permit for Canada, is having a job offer mandatory pre-requisite for applying this? I'm an IT project manager. NOC- 0213 - Computer and information systems managers.

You don't meet the requirements for an open work permit.

Your only option is to apply for a closed work permit. However to apply for a closed work permit, you need a job offer in Canada and an approved LMIA from your employer.

Thank you for your reply! i went through all the PNP's pre-requisites. almost all need a job offer before applying. Manitoba I do not have a relative. Ontario will reach us instead. we can't do anything. Job offer is very difficult to receive sitting here, as they have local talent. Any other option for me to give it a shot, please? any suggestions?
