Open work permit with fili number? (Spouse sponsorship)

I applied for my spouse PR in Jan, and it's currently under processing.
And I have the file number but didn't get AOR number yet.

Can I apply for the open work permit with my file number?

The email containing the file number (starting with "F") is the AOR.
There is NO AOR number.

If you have lost your status, you cannot apply for OWP even after AOR.
