Hello,

Is it wiser to get a TRPermit approved in 20 days from U.S. to move into Canada and then apply for open work permit

According to https://www.myvisasource.com/blog/can-i-work-while-under-a-canadian-visitor-visa

a TRV with validity longer than 6 months is a way to go for work permit.

Best
A TRV (regular tourist visa) with a validity of longer than 6 months does not allow you to get a work permit. You have to be holding a TRP (this is not the same thing as a TRV). TRPs are special permits reserved for those who are inadmissible to Canada typically due to a crime. Are you currently inadmissible to Canada due to a crime?
