Unfortunately you don't qualify under the policy as it stands now since it ends July 27, 2021.

You will need to wait and see if IRCC extends the policy.

Hi, since the policy ends on july 27 and the permit needs to expire 4 months after this date , for example july 27 = november 27th pgwp expiration date.
however since yours ends on November 30, 3 days after, you might consider just applying and hoping that the visa officer still grants you the permit.
This is your decision to make.
