Open work permit to closed one

I am holding PGWP that will expire soon. I am working full time as a permanent employee. Can I apply for closed work permit myself since my employer wasn’t willing to do that for me. I have the permanent job letter. I am working in Quebec

No. To apply for a closed work permit you need an approved LMIA from your employer. A job letter is not enough. Your employer has to pay $1k, file and be approved for a LMIA.
