Is there any chance to get open work permit outside Canada? My elder sister lives with her family in Bangladesh. Can she or her husband apply for open work permit? Both of them are school teacher.

They don't qualify for open work permits.

One would have to get a closed work permit to come to Canada. Most employers are unwilling to do the LMIA and WP process.
