Open work permit for the spouse of TFW with wage above median?

Hi all,

I heard from my friend that with the changes to the LMIA regulations, temporary foreign workers (semi-skilled; NOC level C or D) whose hourly wage is above the province median can now apply for the spouse's open work permit. I have never heard of this but if this is true, it will help my situation out greatly. Does anyone know about this?
