Open work permit for my spouse

Hello all,

I will be completing my graduation in a month and need to apply for Post-grad work permit. My wife is in India and I want her to include her as a dependent in my application. I am planning to go to Buffalo to apply. Should I take her passport as well and submit there as my dependent so that she gets an open work permit? What is the exact procedure?
