Hi, I am in Canada on an open work permit. Could anyone please clarify and provide more light on the below?

1. I understand that the job I get on open work permit will only qualify to accrue point in the Express entry system if the employer applies for an LMIA - Is this right?
2. In the process of my job search how do I know if the job offer has an LMIA associated with? Is it something I should explicitly ask the employer?
3. How easy/tough is it to get a job offer with LMIA considering I am in Canada with a valid status?
4. Will the employer have to apply for an LMIA for any job they offer me? Or is it optional for an employer (I am into software development) ?

On what basis did you receive the open work permit? What kind of open work permit is it?
 
It's a spouse open work permit. Does that help?

My spouse is here on a intra company transfer and I am here on an open work permit as his dependent.

Yes , you can apply for LMIA with job offer for at least 1 year after PR to get 50 CRS points if your employer wish to do so !! Open Work permit means you are legal to stay and work in Canada for any employers.

Thank you, I understand what an Open work permit is. But who applies for LMIA? I thought an employer applies for LMIA - is it right? Is it something one can request a potential employers at the start of employment itself?
 
Employer applies for the LMIA, not the applicant. Once it's approved, Service Canada will issue the LMIA letter to the employer then the employer gives it to you to use it in Express Entry:)

Simply ask the employer if they are willing to apply, here is the guide:

It's not hard and not simple, I have done it with my employer and has been approved. Just follow all the instruction carefully and you should be fine;)

Actually, An Employer has a legal lawyer or immigration consultant who applies for LMIA. Another option is if your employer is ready to do LMIA , You can get registered immigration Consultant and introduce to your employer. Because LMIA is lengthy paper work which needs knowledge and previous experiences .
