Hi All,

my friend applied for a open WP after his closed WP was expired, but he got rejected saying his WP is expired before he applied for his open WP.

Can he apply again for open WP to try his luck ?

As far as I know, if any Work Permit is expired and then you have to apply again, first you need to restore your status, which is about 200$, I guess.
And then Apply for new Work permit. Both of these could be done together. But then during this processing time, your friend cannot work.

I'd suggest your friend call the CIC and connect to the WP department and talk to them. I'm sure they will guide him.
 
He should immediately apply for restoration of his status ( i think within 60 days one need to apply).
Not sure who suggested your friend to apply open work permit when he has no status ( his closed work permit expired already).

Forgot to mention.

He applied his Workpermit with Restoration of status, but he got rejected.

Can he apply for both again ?

There's no point applying again if he already got rejected, he'll probably get rejected again.
If he got rejected because of a particular reason, he'll need to fix that problem before applying again. If for any reason he cannot do that, he'll surely get rejected again.
What he may want to do is apply for restoration as a visitor, that is if he just wants to stay in the country, but he cannot work during restoration or after the visa has been granted. I'm assuming he filed for CEC.
 
Yes he is applied PR under CEC. one more issue is he is at his home country :(

Can he apply as for visitor and come to Canada. Then Apply for his open Work permit ?

You need to have a valid work permit to qualify to apply for the bridging open work permit. A visitor visa isn't enough.

As he is not eligible for the "bridging" permit (as he is neither in Canada nor does he have a work permit) he would have to qualify under one of the other groups.
