I am a Permanent Resident in Canada and I have sponsored my wife for PR application from Outside the Country ( Outland Application ). She has moved to Canada recently and currently on visitor visa. Is she eligible to apply for open work permit as she wait for PR application to be processed ? She has already received her Pre-Arrival letter 5 months back and nothing after it. We expect substantial delay .Please advise if she is eligible to apply for open work permit.
