Hi I got my student visa on 27th January 2020 after that I applied for my spousal open work permit and my new born child's visit visa on 28th February 2020. Today I recieved emails stating that their visas has been refused on the grounds of not meeting requirements and unsatisfied of not leaving canada. The problem is I cannot travel alone leaving my 3 month old baby here in india. What do I do now?

Approval of spouse / dependent child applications are never guaranteed. I would recommend that you try to reapply, this time showing stronger evidence of your husband's ties to his home country.

If their applications are refused again and you aren't willing to travel to Canada without them, then you will unfortunately have to forget about your plans for studying in Canada.
 
Thanks for your response but I didnt understand strong ties in a sense. Earlier we showed 9lakhs, property papers of our house, Affidavit, purpose of travel, supporting letter stating the relationship and purpose for accompanying me, bank statements, medical, police clearance certificate photos to prove relation between me, my spouse & child.
My classes are beginning from 4th may 2020
Shall I ask for a refund?
I am afraid if I reapply they may refuse again
What do I do now?
