OWP is not available for an Outland applicant.
An Inland application does not mean that the applicant cannot leave Canada; they can!
The problem is that if the applicant is denied re-entry into Canada, the Inland application is going to be toast!
This is why it is strongly suggested that an Inland applicant think long and hard about this `possibility'.

I am really confused right now on what route should we choose. I am an international student and my visa will expires in 2017. I dont want to waste my money on studying because it is really expensive to pay $7000 per semester. if I choose outland my application will be more faster but the prons is I will continuously pay a huge amount of tuition fee. However, on the other hand, If I choose Inland, my paper will take tooooo LONG, but the cons is I will drop my course and have a work permit. I cant choose between this two options

You should just put off a semester or two until you get your PR through outland, since it has a shorter processing time. After you get PR, then you can go back to school without paying international rates
