Hi Folks,

I heard that a requirement to apply for PNP is that you have to apply it within two years of receiving your PGWP. But I don't read it anywhere on the OINP eligibiilty requirements. It just says that you need to have a Canadian education. Please advise

If you're applying through the Masters or PhD stream - then you need to apply within two years of graduating:

Though I have just done a two year Canadian Diploma (Graduated June 2014). Was worried if I can still apply in OINP whenever it opens up again as its been more than two years since I graduated.

You need the equivalent of at least a Bachelors degree to qualify. If you only have a diploma - you don't qualify.

Its an excerpt taken from Ontario PNP requirements. Please see the bold and italicized part below and advise:

Ontario Express Entry

Ontario has 2 dedicated PNP streams towards Express Entry.

1. Ontario Express Entry: Human Capital Priorities Stream
2. Ontario Express Entry: French-Speaking Skilled Worker Stream

Similar to BC Express Entry PNPs, Ontario PNPs are also explained very clearly in their respective application guides.

Note that for both the EE streams OINP identifies candidates directly from the Express Entry pool and sends them PT Notification of Interest from Ontario through MyCIC account. This notification will invite the applicant to apply to OINP

Ontario Express Entry: Human Capital Priorities Stream

Note : As of February 16, 2016, Ontario has placed a temporary pause on Notifications of Interest (NOIs) being sent under the Human Capital Priorities Stream.

1. Must meet eligibility requirements for one of the programs under Express Entry and have Express Entry profile number and a Job Seeker Validation Code
2. Must provide Language test results for either English or French with a minimum score of CLB7 or above in all language competencies (reading, writing, listening, and speaking)
3. Must have minimum education of a diploma, certificate or degree that is comparable to the Canadian education system.
4. Must have proof of settlement funds
5. Must show intent to reside in demonstrated by a statement of intent and indication of ties to Ontario
6. Must have a CRS score of over 400.

Does that means I can't make an express entry profile until OINP invites me and rewards me 600 points?

You can create an express entry profile but you may not apply to Ontario Express Entry unless you have been invited to apply under by OINP. Please note that Ontario placed a temporary pause on intake of applications for Employer Pre-screen, International Student – Masters Graduate stream and International Student – PhD Graduate stream.

There are different OINP streams.

The one you cited, for Express Entry, requires a minimum bachelor's degree (or an ECA to prove it for foreign education), as stated on page 6 of the application guide:

The ones outside Express Entry: International Graduate, Masters or PhD streams, have to be applied within 2 years of graduating from a recognized Ontario institution.

If you managed to attain foreign education with an ECA that is regarded at least a bachelor's degree, you would qualify for OINP for Express Entry, but they are no longer accepting new applications.

So that means I don't stand a chance in OINP as I have just done 10+2 grade back home and came here in Canada on a study permit to do a Diploma.

I don't have any foreign bachelor's degree. LMIA is the only chance left for me.

I encourage you to look at the people you're taking advice from.
IMTS has made 127 posts on this forum.
Scylla has made 33,254. Scylla has been around for a long time; I think she knows what she's talking about.

Read the eligibility criteria on page 6.
"Education: All applicants must have a Canadian Bachelor’s, Master’s or
Ph.D. degree or an Educational Credential Assessment (ECA) report produced
by a designated organization indicating that your foreign education is the
equivalent of a Canadian Bachelor’s, Master’s or Ph.D. degree."

bellaluna (who got PR as an Ontario PN) has already told you this.

I don't know what should I do. My immigration consultant said that I can and so does IMTS.


Is there anybody who did a Canadian Diploma and successfully applied for OINP.

Then you need to get your immigration consultant to explain to you exactly how it is that you are eligible, because that is their job.
I've been through the eligibility criteria, and so have scylla and bellaluna, and we have all come to the conclusion that you are not eligible.

You are not eligible for Ontario Express Entry: Human Capital Priorities Stream because you do not have a Bachelor's.
You are not eligible for International Student with a Job Offer Stream because you haven't applied within 2 years of receiving your degree.

The only other stream you may be eligible for is Foreign Skilled Worker with a Job Offer Stream.
Is your employer willing to apply for OINP on your behalf ?
