What is meant by Ontatio NES as work location in work permit??

Does it mean for the Employer person can work in any work location falling under Ontario?
For Ex : somebody working in Brampton can work in Toronto ?

Conditions of Work Permit- nothing is mentioned in Conditions regarding Location.
