ontario human capital stream

I just recently heard about the human capital stream and I have few questions about it
I am an engineer my crs score is 406
if I choose (interested in ontario) while creating the profile, will I get NOI ?
what are the chances of getting NOI with this score 406 ?
As I speak only English, do they prioritize the bilingual applicants ?
