Can I apply for an Ontario healthcard using a PO box as my address in Kingston?

Are you settling permanently in Ontario? If you are only doing a soft landing you don't qualify for a health card and health care. You should wait until you have a permanent address. The 3 month waiting period starts the day you arrive and not the day you apply so you should establish your longterm address and then apply for your health card. Since you are arriving from the US and may not be flying make sure you keep information about when you enter the country to prove the date when you apply for your OHIP card.

What about if you live in another province?
Do I still need the 3 months period before I can apply for a healthcard?
 
What province? Is there a reason you need immediate health coverage? There are rules about having to establish yourself in a province and stay for a period of time or you have to repay the medical care you receive so people don't abuse the Canadian healthcare system or a specific provincial system.
 
Most pay for emergency coverage for 3 months and pay out of pocket for non-emergencies that can't be postponed 3 months. If you want immediate coverage you will have to commit to live in one of a few provinces for over 6 months. Other provinces have other lengths of waiting periods.
