Yes. Another way is if your spouse is in Canada on a work permit and has a NOC a, b or O skill level job. Another way is if you come to Canada on a study permit and complete a full time program that is at least eight months. Yet another way is if you are in Canada and you are sponsored for PR by your spouse who is a Canadian citizen or permanent resident. There are a few others and each require you to meet specific circumstances.

Do you have a spouse who is in Canada already? If so, what is their status?

Yes, there are ways you can get one on your own. As said in my post above, the main way would be to come to Canada on a study permit to complete a full time diploma or degree at a Canadian school. You will the. Qualify for an open work permit after you complete your studies.

Yes, they can. Note that it's taking around 8 months for open work permits to be approved these days.
